Seems that two of the three thugs who murdered Ben Kinsella should not have been on the streets.
One should have been arrested by Inspector Knacker over an earlier stabbing.
The other was out of prison early.
Still, I expect Jack will take "full responsibility" as usual.

So obviosly 'prison' doesn't work. If it was a bare cell, hard labour and basic rations, no playstations etc plus a harsh disciplined regime it might work rather better. We should outsource our prisons to Burma or Laos.
