you: How ridiculous is that - your billing department ignore my e-mails, and your e-mail suggests I should contact you via this "live chat" to resolve any issues, and now you claim that this is not possible?
Alexey Bozhenko: You can cancel your payment via ticket only
you: So how exactly do I do that, bearing in mind that your "instructions" in the e-mail to contact your "live Chat" facility appear to be erroneous?
Alexey Bozhenko: You can create a ticket from your account page -> 24/7 help center -> create new ticket

I use the for all my domains, registering and hosting.
Canadian based or at least served out of the the Maritime Provinces for customer service 24/7 no exceptions.
They all speak good English and can talk you through problems.
My call to them costs nothing because of my telephone package and if you tell them that you cannot hold the line they will call back at the appointed time.
Excellent service and not expensive.
eukhost.co.uk have served me well.
You might want to investigate claiming your money back using CCA Section 75 for a credit card, or if it's a visa debit card then Visa Chargeback.

Same thing with BT, call centre in Newcastle I think, couldn't make out a word she said, heavy geordie accent. I was left screaming with frustration.
Why can't they see that customers want to speak to people they can understand, over the counter, face to face?
The best/worst I had was when I went to BT's offices to tell them my phone wasn't working. They told me I couldn't report it there, I had to ....wait for it.... PHONE IN.
Yeah good one. I suppose if your internet isn't working you have to email them.... nice way to keep complaints to the minimum.
