The value of people like this to employing authorities is to reduce services (rationalise ), increase charges and yet give the impression that local tax payers are somehow getting a better deal. The employers themselves are often as bamboozled by the management speak as the punters are meant to be.

Appalling woman. I heard on a prog on R4 last year about Council leader's pay. She negotiated an increase of £60,000 more than her predecessor. Yeah, yeah, market rates...
The body which advises Councils on appropriate rates of pay for their bosses is composed of .. go on, have a guess ... go on ... you got it ... yes .... it's composed of ... Council bosses.
Robbery. As Richard North of EU Referendum likes to wonder ... why do we not rise up and slaughter them all.
What they need to do is announce that they're not going to take a pay rise this year, then just dump everything on expenses.
They'll get away with that for years to come.
