Various IT consultants have explained to me that the reason for the stream of government computer fuck-ups is because they always go for cheap rather than examine quality or cost-effectiveness.
They make this sake mistake again and again, buying a Robin Reliant instead of a bog standard Mondeo and hoping it will do the same job.
