Another Time, Burn The Place Down!There has to be a very strong case for finding out what fuckwits in the Lincolnshire Plod and the CPS are responsible for wasting tens of thousands of pounds of taxpayers' money in a ludicrous and petty pursuit of two perfectly respectable village councillors who took minimal action to silence a faulty and illegal burglar alarm.
These will doubtless be the same spineless cretins who turn a blind eye to yobs, vandals, shop-lifters, dodgy gang-masters, and illegal immigrants.

Remember this was the same carrot-crunching Police Farce who decked-out a Tractor in Police livery ?

The councillors should have just cut the wire, told no-one and denied absolutely that they had anything to do with the wires being cut. I presume they confessed all and the police and CPS saw this as a free run.
BTW this crap "explanation" from the Home Office strikes me as more or less confirming that the caution does constitute a "criminal record" so the councillors have been unlucky, not to say very badly advised, there also.
A box of matches might have come in more useful than a pair of snips.
These are not exactly our finest boys / girls in blue.
